据外媒报道，英国脱欧的最后期限迫近，与欧盟的谈判也进入冲刺阶段。德国总理默克尔17日表示，与伦敦的谈判正朝着积极的方向发展，但她强调，双方尚未达成协议。

According to foreign media reports, the deadline for the Brexit is approaching, and negotiations with the EU have entered the sprint phase. German Chancellor Angela Merkel said on the 17th that negotiations with London are moving in a positive direction, but she stressed that the two sides have not yet reached an agreement.

在布鲁塞尔紧急峰会召开前几小时，默克尔对德国议员们说，谈判正在“取得进展，但仍未达到目标”。

A few hours before the emergency summit in Brussels, Merkel told German lawmakers that the negotiations are "making progress, but still have not achieved their goals."

默克尔此前曾表示，她本人并对协议如期达成的可能性持保守乐观态度。

Merkel had previously said that she was conservative and optimistic about the possibility of the agreement being reached on schedule.

16日，欧洲理事会主席图斯克曾表示，目前协议的主要条款已敲定。他强调，从理论上讲，17日我们将通过这份协议，避免因英国无协脱欧而引起混乱。 

On the 16th, the European Council President Tusk said that the main terms of the agreement have been finalized. He stressed that, in theory, we will pass this agreement on the 17th to avoid confusion caused by the British disengagement.
